Aircraft Rental Policies and Procedures

1. STANDARD CHECKOUT: Each Renter must receive a standard aircraft checkout by a CCA-approved instructor in the make and model of the aircraft they wish to rent. A standard aircraft checkout will consist of a 1.0-hour ground review on aircraft systems, limitations, weight and balance calculations, and aircraft performance charts, and a flight of at least 1.0-hour duration in the make and model.  The duration of the standard aircraft checkout may be decreased or increased at the discretion of the CCA Instructor.  The Renter will also be required to meet the Practical Test Standards tasks and operations, as chosen by the CCA instructor, for the pilot certificate and ratings then held by the renter. In addition to being checked out in the aircraft, the Renter must demonstrate that he or she meets the total flight time and time in make and model of the rental aircraft as determined by the insurance underwriter. If the Renter is unable to demonstrate the required level of proficiency for his or her pilot certificate and ratings held, the Renter will not engage in solo or passenger-carrying operations until he or she receives additional dual instruction and achieves the required proficiency. Renters are required to meet all flight review, IFR currency (if applicable), and passenger-carrying currency requirements as determined by the FAA prior to conducting any solo or passenger-carrying operations.

 2. NIGHT OPERATIONS: In order to operate a CCA aircraft between one hour after sunset and one hour before sunrise, the Renter must complete a night checkout with a CCA flight instructor.  A Renter who is first checked out for night operations does not need to complete a standard daylight checkout.  The night checkout requirement may only be waived at the discretion of a CCA Flight Instructor.

 3. IFR OPERATIONS: In order to operate a CCA aircraft on an IFR flight plan and/or in instrument meteorological conditions (IMC), the Renter must (1) have passed an instrument proficiency check (IPC) administered by a CCA-approved instructor within the preceding six (6) months (unless waived by a CCA-approved instructor), or (2) be accompanied by a CCA-approved instructor.

 4. CURRENCY REQUIREMENTS: In addition to meeting all operation currency requirements set forth in the Federal Aviation Regulations as well as the requirements set forth above, no Renter may operate a CCA aircraft unless he or she has flown within the previous ninety (90) days. In the event the Renter has not flown within the previous ninety (90) days, an additional standard aircraft checkout in the aircraft make and model may be required as determined by a CCA-approved instructor. Notwithstanding, all Renters are required to complete a standard aircraft checkout every twelve (12) calendar months unless a flight review or additional pilot certificate/rating has been completed within the preceding twelve (12) months.

 5. SPECIAL VFR OPERATIONS: No Renter shall request a Special VFR clearance.

 6. RUNWAY LIMITATIONS: Except as a precaution or in an emergency, no Renter shall attempt a landing on a runway that is not hard-surfaced (except the Piper Warrior II, Archer and the Cessna 172N).  Except as a precaution or in an emergency, no Renter shall attempt takeoff or land on a runway that does not meet the capabilities of the aircraft as properly calculated in the Pilot’s Operating Handbook (POH).

 7. PREFLIGHT PLANNING: For any flight not in the vicinity of an airport, or a flight into IMC, the Renter shall become familiar with all available information concerning the flight, which shall include weather reports and forecasts, fuel requirements, alternates available if the planned flight cannot be completed, and any known traffic delays of which the pilot in command has been advised by Air Traffic Control (ATC). For any flight, the Renter shall become familiar with runway lengths at airports of intended use, and the takeoff and landing distance data contained in the aircraft’s FAA Approved Flight Manual, or, if an FAA-approved Flight Manual is not required for the aircraft, other reliable information appropriate to the aircraft, relating to aircraft performance under expected values of airport elevation and runway slope, aircraft gross weight and center of gravity, and wind and temperature. For all flights, the Renter shall obtain a standard weather briefing from any FAA-approved source that includes Notices to Airmen (NOTAMS) and temporary flight restrictions (TFRs).

 8. PREFLIGHT INSPECTION: Renter shall personally conduct a preflight inspection as prescribed by the manufacturer of the aircraft, including checking the fuel from all sumps and determining that the fuel and oil on board the aircraft are sufficient for the purpose for which the Renter intends to use the aircraft. If damage is found prior to flight, Renter shall bring this information to a CCA representative’s attention, in order to prevent Renter from liability for damage prior to his or her flight.  The Renter shall not start an engine when the wind chill temperature is below 32 degrees Fahrenheit for two hours or longer since the last engine preheat or aircraft flight, unless the engine has been properly preheated in accordance with the engine manufacturer’s guidelines.

 9. PROHIBITED OPERATION: The aircraft shall not be used:

(a)    If not properly dispatched (pilot not checked out/current, Hobbs at time for annual/100 hour inspection, etc)

(b)   To carry persons or property for hire

(c)    To give or receive flight instruction unless such flight instruction is being given by a CCA-approved flight instructor

(d)   In any race, test, or contest, or aerobatics other than spins (if spins are approved for the aircraft) for flight training, and then only if accompanied by a CCA-approved flight instructor.

 10. AIRCRAFT RETURN: Upon return of a rental aircraft, the Renter shall properly tie the aircraft down, install the control lock, buckle the seatbelts, install the pitot tube cover, cowl plugs, replace the windscreen covers, and remove any trash and empty oil bottles.

 11. FLIGHT TIME REQUIREMENTS: The minimum pilot flight time requirements for rental of CCA aircraft are set forth in the CCA insurance policy binder. CCA Flight Instructors or their designated representative may not waive these requirements to less than the minimum denoted in the insurance policy binder. CCA reserves the right, however, to amend these requirements at any time, with or without notice, or to impose higher requirements, on a case by case basis, if, in the sole discretion of the CCA Flight Instructor or his or her designated representative, such different requirements are necessary to ensure safe flight.

 12. RENTAL SCHEDULING: Scheduling is done on the CCA scheduling link of the CCA website. All scheduling is done subject to an aircraft’s prior need for maintenance and/or periodic inspection. If a scheduled aircraft is unavailable due to maintenance and/or periodic inspection, CCA will endeavor to provide a similar aircraft if one is available. A scheduled reservation will be made available to other renters if the aircraft is not dispatched within one half hour of the reservation time. Reservations should be adjusted to reflect the anticipated dispatch time to allow efficient scheduling of the aircraft.

 13. RENTAL CANCELLATION: In the event the Renter needs to cancel a scheduled reservation, he or she shall do so prior to his or her scheduled reservation time. A Renter who fails to cancel prior to his or her scheduled time shall be charged fifty percent (50%) of the aircraft’s current hourly rental rate, and at least 1.0 hour up to 50% of the scheduled lesson block hours at the approved CCA instructor’s current hourly rate for the total lesson/rental time scheduled. Such charges may only be waived at the discretion of the aircraft owner.

 14. MINIMUM DAILY CHARGES: In the event the Renter reserves an aircraft for 6.0 hours or more on any weekday, Renter shall pay CCA for no less than 1.0 hour of usage, regardless of actual usage. If the Renter reserves an aircraft for 6.0 hours or more on a weekend day or holiday, Renter shall pay CCA for no less than 3.0 hours of usage, regardless of actual usage. In the event the Renter flies less than the required minimum, Renter will be billed for the remainder at the current hourly rate for the aircraft flown. Such charges may only be waived at the discretion of the aircraft owner.

 15. PAYMENT: CCA accepts payment by check, MasterCard, or Visa. The Renter expressly agrees to pay CCA at the conclusion of each flight and in all instances on demand for:

(a)    The hours, to the nearest present tenth, of usage indicated by the reading on the hour meter (Hobbs) during the term of the rental (or, if the Hobbs is inoperative, 115% of the tachometer time used), and any charges to fulfill the minimum guarantee as specified in CCA’s current rental rate sheet, the terms of which are incorporated above, under Minimum Daily Charges.

(b)   Any charges for failure to appear for a scheduled appointment or reservation without having given notification in accordance with CCA Rental Cancellation policy set forth above.

(c)    Any expenses incurred by CCA to return an aircraft to its home base due to the Renter’s inability to do so.

(d)   Any charges incurred by the Renter for landing, parking, tie-down fees or any and all other fees incurred by the Renter in connection with their use of an aircraft.

(e)    The value of any parts, accessories, instruments, and other items which are missing from the aircraft when it is returned to its home base, where the occurrence was due to the Renter’s neglect to properly lock and secure the aircraft when left unoccupied during the rental period.

 16. FUEL PURCHASES: If a fuel purchase is made at an airport other than KOSU, KUYF or KMRT, the Renter will be reimbursed at the fuel rate at the place of purchase on the date of purchase multiplied by the number of gallons purchased, up to the OSU fuel rate.  An original FBO receipt for the rented aircraft detailing the number of gallons purchased and date of purchase is required. The reimbursement amount will be credited against the Renter’s outstanding balance due for the flight.

 17. ACCOUNT REFUNDS: If, for any reason, a Renter would like a refund of any credit on their account, CCA will refund the funds within thirty (30) days.

 18. USE BY OTHER PILOTS: Only Renter, other CCA Renters meeting the Pilot in Command requirements, and authorized CCA flight instructors shall be allowed to pilot or operate CCA aircraft at any time.

 19. MAINTENANCE: Except for minor repairs or scheduled maintenance performed by qualified personnel, costing $100.00 or less, Renter will not have repairs made to any part of the aircraft or its equipment without specific authorization from a CCA representative. In the event of repairs where the estimated downtime exceeds 24 hours, the Renter has the option of:

(a)    Returning by other means at Renter’s own expense, in which case expenses incurred in bringing the aircraft to home base will be borne by CCA, or

(b)   Remaining with the aircraft at Renter’s own expense until repairs have been completed enabling return to home base.

 20. INSURANCE: Renter acknowledges the following LIMITS OF LIABILITY: $100,000 each accident, $1,000,000 property damage, and $100,000 each passenger. Each Renter must carry non-owned aircraft insurance with hull coverage equal to the current insurance policy loss deductible of $2,500 for single engine aircraft and $5,000 for multi engine aircraft prior to solo flight.
